Happy New Year! 21 Rules for a Good Life

I know this time of year is hectic for everyone. But as we look eagerly towards 2011 and what we want to accomplish in the New Year, I thought these simple, but profound "rules" for a good life might be inspirational for you.

This piece is entitled "21 Rules for a Good Life" by H. Jackson Brown, Jr. If you adopt these Rules and follow them deliberately and honestly each day, you will see some amazing results in your life, your work and your attitude.

1. Marry the right person. This one decision will determine 90% of your happiness or misery.
2. Work at something you enjoy and that's worthy of your time and talent.
3. Give people more than they expect and do it cheerfully.
4. Become the most positive and enthusiastic person you know.
5. Be forgiving of yourself and others.

10:00 am - Noon Santa’s arrival and visits; refreshments from Bianchini's Market; children will receive a candy cane & coloring book from Kindercourt Schools

San Carlos Financial Program to Assist

The City of San Carlos Redevelopment Agency offers a Downtown Assistance Loan Program for first-time homebuyers who are buying a home in San Carlos. Second mortgage loans up to $55,000 are available at a 3 percent interest rate with no payments due for the first five years. Eligible applicants must have lived or worked in San Carlos for one year prior to applying and must meet certain income limits. The income limits are by family size. These are the new limits:
1 person, $79,800;
2 people, $91,200;
3 people, $102,600;
4 people, $114,000;
5 people, $123,100;

San Carlos New Cart Smart Recycling

City of San Carlos The new CartSmart Recycling, Yard Clipping/Food Scrap Recycling and Garbage Carts continue arriving in San Carlos on October 13 - 22. You can start using your new carts as soon as they are delivered. A set of instruction cards will be attached to one of the new carts for more information. The old bins can be recycled by putting them out with the "Take Me" stickers that will be provided.

20 Annual Art and Wine Festival

The Peninsula’s Premiere Fall Festival, the San Carlos Art and Wine Faire will celebrate its 20th Anniversary on Saturday and Sunday, October 9 and 10, 2010 from 10:00 am to 5:30 pm each day.

The Faire covers both sides of San Carlos Avenue (between El Camino and Walnut) and on Laurel Street from San Carlos Avenue to Arroyo and is easily accessible from Caltrain and SamTrans.

A wide selection of over 290 of high quality, hand-picked artists and exhibitors present their beautiful work for Faire goers. Attendees always comment on the high quality of the art and the diverse offerings.

Fall Maintenance To Do's

As autumn is quickly approaching, here are some areas of your home to inspect and repair now so you can relax and enjoy a safe and cozy fall season:

Pests

Mice are excellent climbers and only need an opening the width of a pencil (¼ inch) to sneak inside your home to search for food. Protect yourself by sealing all cracks and other openings into your home and blocking off ventilation ducts with heavy-gauge wire mesh.

Fire protection

Open your fireplace damper and inspect the chimney flue for any nesting birds or animals. The National Fire Protection Association recommends that all chimneys, fireplaces and vents be inspected every year to reduce the danger of house fires caused by excessive creosote build-up.

Nooks and Crannies

Replace worn or missing caulking and weather stripping to keep energy costs down.

Windows

If you use storm windows to protect against the cold weather, make sure they are clean and free of cracks before installing.

Air Circulation

Clean and adjust ceiling fans so that air circulates more efficiently. This allows fans to gently mix warmer air (which naturally rises) back into the room.

Gutters

Whether you do it yourself or hire a handyman, have your all dead leaves and debris removed from rain gutters.

These are just the basics—but they’re important. And while you’re at it, take care of two more items on your home maintenance to-do list: Clean in and around dryer lint vents and replace all smoke alarm batteries. Enjoy the upcoming cooler weather!

School has started

Our schools our in session again. It always seems strange to have school begin in August. I wish it would start right after Labor Day so we could make the final weekend of summer a three day one.

Traffic will continue to be more congested in the mornings and afternoons as parents are busy shuttling their kids' to school and teenage drivers drive themselves. Let's all be cautious and aware.

Even though school is in session, that doesn't mean we can't continue to enjoy "summer" and our wonderful weather. Downtown San Carlos has so many wonderful cafe's, restaurants and ice cream parlors it is always fun to head down for a bite, drink or cone and see who you run into.

Community Facilities

Health: There are two hospitals located within 4 miles of San Carlos: Sequoia Hospital and Kaiser Hospital, both in Redwood City. San Carlos has 24 physicians/surgeons, 24 dentists, 6 optometrists and 14 chiropractors. The Palo Alto Medical Foundation has proposed an 18-acre medical campus (including a 110-bed hospital) to be built by 2010 in San Carlos on Industrial Road.

Education: 94.6% of City residents 25 and older are high school graduates; 49.8% have bachelor’s or graduate degrees. There are 4 outstanding elementary schools, 1 charter learning center, 2 middle schools, 2 nearby public high schools, a charter high school and 2 community colleges in the area. There is 1 private school and there are 9 nursery or pre-schools. Six major, neighboring universities include the University of California at Berkeley, Stanford and San Jose State University.

Culture & Recreation: In San Carlos there are 2 museums, 12 churches, a modern library, a youth center, an adult community center, 6 newspapers, 1 TV station, 1 cable TV system, 10 channels antenna reception (includes all major TV stations), 8 financial institutions, 14 parks and 8 playgrounds. San Carlos is a short distance from major golf courses, the Pacific Ocean, state parks, camping and other facilities.

Transportation

Highways:
San Carlos is served by US 101 and Interstate 280 for north/south traffic and is halfway between State Highways 92 and 84 for east/west traffic across the bay and to the coast. Major local streets are Holly Street, Industrial Road and El Camino Real (Hwy 82).

Rail: Commuter train service is provided by CalTrain to San Francisco and San Jose from the historic San Carlos Depot on El Camino near Holly.

Truck: Approximately 50 common carriers are in the area including two with terminals in San Carlos. Overnight delivery is available to all points within 500 miles and all California cities.

Bus: Regional and local bus service provided by San Mateo County Transit (SamTrans) from San Francisco to Palo Alto. SamTrans also coordinates its ate service with other regional agencies (CalTrain, BART, Santa Clara County Transit, etc.)

Water: San Carlos is 25 miles from San Francisco port facilities and 4 miles from the Port of Redwood City.

Air: San Francisco International Airport is located 11 miles to the north. San Jose International Airport is 25 miles to the south. The local San Carlos Airport is an important business and transportation asset to the community. It is currently home to 500 aircraft and many aviation related businesses, including air charter services, full-service maintenance, aircraft rental and flight instruction. Approximately half of all airport operations are business-related or revenue-generating. Another function of the airport is as a base for emergency service activities.

MTC Awards $2.2 Million Grant to San Carlos for East Side Transit Connectivity Project

The City of San Carlos announced today that the Metropolitan Transportation Commission (MTC) has approved a $2.2 Million grant for the City's East Side Community/Transit Connectivity Project.

The project is designed to improve pedestrian and bicycle access to housing, jobs and transit on the East Side of San Carlos. Project funding will come from the MTC Grant ($2,216,648) and matching funds ($554,162) that come from State Proposition 1B funds and San Carlos Redevelopment Agency Capital Funds.

This illustrates how San Carlos real estate is holding up for the first half of 2010 compared to the first and second halves of 2009. The average sales price is up 3% from the first half of 2009 and 7% from the second half of 2009. The inventory is up from both previous periods and yet the closed sales remain strong. The average days on market has tightened up a bit – homes are moving a bit faster than before. We are also seeing an increase in the percent of list price received. All of these are indicators that the San Carlos real estate market is recovering.

What's On Display

The newly renovated Museum is housed in a rebuilt fire house and contains many historical displays. The public is welcome to discover artifacts of the Indian and Spanish eras, the early San Carlos families and their homes (Phelps, Hull, Brittan and Drake families), the 1888 Train Depot, photographs of early San Carlos schools and San Carlos High School (1962-1982), the Chickens Ball(begun in 1940 and performed every two years), the Police and Fire Departments, the restored 1927 Seagrave fire engine, and theearly electronics firms of San Carlos (Ampex, Lenkurt, and Dalmo Victor to name a few). Of particular interest is a large aerial photo of the town taken in 1947.

Docent Duties & Volunteers

Docent duties at the Museum are performed by the San Carlos Villagers. Membership in the San Carlos Villagers is open to all residents of San Carlos. Happy 4th of July!

City of San Carlos - Avoid 23 Program

Avoid the 23 is a holiday tradition in San Mateo County. All 23 law enforcement agencies join forces to crack down on the drinking driver, adding overtime hours, reassigning officers and emphasizing drinking driver enforcement with officers on regular patrol. The campaign's methods are public education, community help and strict, quick enforcement. The Police Chiefs Association of San Mateo County sponsor the campaign. Avoid the 23 along with Avoid the 13 in Santa Clara County, Avoid the 21 in the East Bay and Avoid the Six Pack in Santa Cruz County in securing the Peninsula, East Bay and Silicon Valley against drinking drivers.

The Costs Of Drinking And Driving Are High

Here are approximate monetary costs for a first-time driving under the influence (DUI) misdemeanor:

  • Fine, penalty assessment, other assessments and fees, jail booking fee: $2,700
  • Emergency response fee charged by some police departments: $300
  • Insurance-added cost per year: $1,000
  • DMV License Reissue Fee: $120
  • Alcohol Education Program: $626
  • Car Impound Fee: $175
  • Lawyer's charges for pre-trial at consultations, trial and expert witnesses: $5,000
  • Transportation Costs: A six-month pass on SamTrans:$174
  • Missed work days: 14 days
  • TOTAL: $10,095

Drink And Drive - Lose Your License

The law enforcement officer who pulls you over will take your license away on the spot if you're caught driving with a blood alcohol level of . 08 or higher. You'll be issued a 30-day temporary driving permit pending a hearing with the Department of Motor Vehicles, which will suspend your license for four months. There is no court hearing or plea bargaining. If you're a repeat offender, your license will be suspended for one year.

What Can The Average Person Do?

  • Designate A Driver
    Before you go to a party, designate someone in your group who will stick to non-alcoholic beverages and drive everyone else home safely. Your judgment is the first thing to go once you start to drink, so don't wait until you get to the party. If everyone in your group wants to drink, call a taxicab to take you to the party as well as bring you home. The fare is a real bargain compared to the dangers and costs of drinking and driving.
  • Give Parties Responsibly
    If you're giving a party, ask your guests for the name of their designated driver the minute they come in the door and don't serve alcohol to that person. Serve food to buffer the alcohol, don't over-serve, pour standard drinks instead of doubles and serve non-alcoholic beverages and snacks during the last hour of the party so people can start to bum off the alcohol.
  • Give Law Enforcement A Call
    Call 911 if you see a drunk or impaired driver or any other crime in progress. The dispatcher will direct your call immediately.

Who Will Be On Patrol?

To help discourage drinking drivers, the San Carlos Police Department will put extra police officers on the street each night during the annual crackdown to patrol for drunk drivers.

During this time there will be 23 sobriety checkpoints, 14 nights of regional strike team enforcement and extra street patrols provided by the 61 Law Enforcement agencies from Alameda, San Mateo and Santa Clara Counties.

San Carlos Wins Outstanding Planning Award!

The City of San Carlos announced that the San Carlos General Plan 2030 and its integrated Climate Action Plan will receive an Award of Merit for Outstanding Planning in the Comprehensive Planning, Small Jurisdiction category of the 2010 American Planning Association (APA) Northern California Awards Program.

The integrated General Plan and Climate Action Plan documents provide the road map for the city's future to guide and manage long term environmental sustainability, focused growth, community identity, housing, economic development and parks and open space. The APA award will be presented to the City at an awards ceremony later this week on Friday, May 14, 2010.

Andrea J. Ouse, the Co-Chair of the 2010 APA Northern California Awards Program said "There were numerous excellent submittals received by the Awards Committee this year. We want to recognize the great efforts that you and your City have taken to create a product that is worthy of a 2010 APA Northern California Award."

The General Plan 2030 Process
The San Carlos General Plan 2030 was developed over a 2 year period by a team led by Community Development Director Al Savay and Planning Manager Deborah Nelson. It included numerous workshops with the community and input from a 14 member citizen General Plan Advisory Committee (GPAC) and planning firm DC&E.

The new General Plan includes a significant update and upgrade of the City’s earlier General Plan. In addition, it is linked to the City’s new Climate Action Plan through language in the General Plan. The Climate Action Plan was developed by a team led by Planning Manager Deborah Nelson and Assistant City Manager Brian Moura with input from a three member Climate Action Plan Subcommittee of the GPAC and green planning experts from PMC.

In addition to reaching out to San Carlos residents and businesses, the 2030 General Plan Update process also included input and participation from a wide variety of groups in the region. This included SamTrans, San Mateo County Housing, the Grand Boulevard Initiative, San Carlos Green, Sustainable San Mateo County, Public Health Law and Policy, Bay Conservation and Development Commission, FOCUS Initiative, ULI 2008 TOD Marketplace, Bay Area Air Quality Management District and the Office of the Attorney General.

After two years of study and over 70 public meetings, the San Carlos 2030 General Plan and its companion documents were adopted by the City Council on October 12, 2010. Implementation of the General Plan 2030 is well underway and was documented in the Implementation Plan approved by the City Council on February 22, 2010.

An Innovative Model
Together, these documents represent an innovative General Plan model to integrate mandated greenhouse emission reduction standards with Smart Growth and economic sustainability. The plans are of high merit and are a readily transferable model for other communities planning for the next 20 years of growth and development.

Evidence of interest in the General Plan 2030 and Climate Action Plan has come from a number of agency requests for information. It also includes presentations of the General Plan 2030 and Climate Action Plan at the Annual League of California Cities Conference, the National American Planning Association Conference and an Earth Day event in Monterey County, among others.

"Our community put forth a tremendous and thoughtful two year effort on these important plans for our future. It was a collaborative effort involving San Carlos youth, residents and businesses. The process also involved many partnerships and resources throughout the region. This recognition from the Northern California Chapter of the APA further validates our city’s outstanding planning efforts. We are now seeing that our approach is providing a model for future General Plans and Climate Action Plans in the region and the State and perhaps the country" notes Al Savay, the Community Development Director for the City of San Carlos.

Hot Harvet Nights Are Back!!

Sponsored by the City of San Carlos and the San Carlos Chamber of Commerce. Hot Harvest Nights features certified produce and specialty foods, musical entertainment and walk-away food. Stores throughout San Carlos' acclaimed downtown will be open for your exploration and enjoyment. Bring the entire family to enjoy this popular annual event.

The market will feature 50 to 60 booths set up in the middle of the street which will be closed to traffic.

Hot Harvest Nights will feature produce, flowers, music, food, artists - something for everyone.

Governor Signs Home Tax Credit Bill

Governor Schwarzenegger has signed AB 183, the Home Buyers Tax Credit legislation, into law. The legislation will provide $200 million in tax credits, allocated as follows: $100 million for qualified first-time home buyers who purchase existing homes; and $100 million for purchasers of new, or previously unoccupied, homes.

Eligible taxpayers who close escrow on qualified principal residences between May 1, 2010 and December, 31, 2010, or who close escrow on a qualified principal residence on and after December 31, 2010 and before August 1, 2011, pursuant to an enforceable contract executed on or before December 31, 2010, will be able to take the allowed tax credit.

This credit is equal to the lesser of 5 percent of the purchase price or $10,000, taken in equal installments over three consecutive years. Under the bill, purchasers will be required to live in the home as their principal residence for at least two years or forfeit the credit (i.e. repay it to the state). Buyers also must be at least 18 years old and be unrelated to the seller. First-time buyers are defined as those who have not owned a home in the past three years.

Happy Earth Day!


I just returned from an amazing trip to Belize last week and am having withdrawal symptoms. It is such a beautiful place with so much to see and do. The above picture is from Google's earth day page and it reminded me of the jungles in Belize. We would literally walk from our room and see parrots and toucan's in the trees. The sound of animals, birds and insects was so loud at night it was hard for me to sleep. Funny though, now that I am back home I miss the sounds. I am also more aware of the lone bird chirping than I ever was before. Traveling really opens up your eyes and gives you a deeper sense of appreciation for our planet. Let's all do what we can to go green!

How to Get the Extended Home Buyer Tax Credit

You’ve decided to purchase a home and take advantage of the Extended Home Buyer Tax Credit. Here's what you have to do to get your benefit:

  1. Close on your home purchase between November 7, 2009 and April 30, 2010, or have a binding written contract in place by April 30, 2010 with a closing date no later than June 30, 2010.
  2. Decide whether to:
    • apply the credit to your 2009 tax return, filed on or before April 15, 2010;
    • file an amended 2009 return; or,
    • apply the credit on your 2010 return, filed on or before April 15, 2011.
  3. Attach documentation of purchase to your return.

Documentation of Purchase

Details concerning the precise documents required to confirm your purchase have not yet been released. When this information becomes available, we will include instructions and links to the appropriate forms.

When to Apply the Credit

Buyers purchasing homes on or before December 31, 2009 may claim the credit on their 2009 tax returns.

Buyers purchasing in 2010 will have the option to:

  • Claim the credit on their 2009 return, even if the purchase is completed after December 31, 2009;
  • File an amended return for 2009 if their purchase is completed after April 15, 2010; or,
  • Claim the credit on their 2010 tax returns.

Applying the Credit to Your 2009 Taxes

You will need to do three things to claim the credit on your 2009 tax return:

  1. Fill out Form 5405 to determine the amount of your available credit;
  2. Apply the credit when you file your 2009 tax return or file an amended return;
  3. Attach documentation of purchase to your return or amended return.

The San Carlos Lions Club presents the annual Easter Egg Hunt at City Hall Park for children aged 3 through 8. Event starts at 11:00 am sharp. Prizes for finding the "Lucky Eggs"! Admission is free.
